Jo Carroll is a nationally acclaimed HUD/CDBG and housing expert with with over 40 years’ extensive management and leadership experience in local, state, and federal programs that revitalize communities, assist low-income and special needs families, and redevelop housing, infrastructure, and public facilities.
She is a National “HUD Best Practices” winner for Housing, Public Services, and Minority Business Participation. Jo also served as an “expert in Disaster Recovery” at the 2018 HUD CDBG-DR Clinic.
Jo is a pioneer in CDBG-DR programs – having led the first ever CDBG-DR construction program and leading six major federal recovery programs since. Her experience also includes the co-ownership of a home construction business, enabling her to apply first-hand knowledge and experience in the home building and construction industry. Jo uses this knowledge and experience in designing and managing disaster recovery programs to re-house thousands of displaced residents.
The programs she has led have resulted in more than 10,000 disaster-impacted homeowners being returned to their homes.
